Atlantic City, NJ Lead-Based Paint Inspections & Certifications
Environmental Testing Services (ETS) is South Jersey's leader in protecting families from the harmful effects of lead. Unfortunately, many lead inspections are conducted in response to elevated blood lead levels of children residing in homes built prior to 1978. Property owners will often schedule a lead inspection when forced to do so by law.

ETS inspections are conducted by our licensed and trained lead inspectors and risk assessors., who are able to identify concentrations and locations of toxic levels of lead. A comprehensive lead inspection identifies defective surfaces and measures toxic levels of lead-based paint in the interior and the exterior of the dwelling. The inspection is best conducted using an X-Ray Fluorescence (XRF) analyzer to scan for lead in all layers of paint. This non-destructive testing provides immediate, reliable, on-site results and allows for the testing of intact painted surfaces without disruption.
New Jersey's Most Recent Lead-Based Paint Law
It’s here! NJ’s latest lead-based paint law is now in effect and directly targets ALL pre-1978 rental properties in Atlantic City and the rest of the state. This new law is being referred to as, New Jersey’s Lead Safe Certification and requires lead-paint inspections on all non-exempt rental properties at turnover.
The law states that the landlord MUST hire a certified lead evaluation contractor to perform inspections of certain single-family, two-family, and multiple rental dwellings for lead-based paint hazards every three years or upon tenant turnover.
"Lead-Safe" vs. "Lead-Free" What's the difference?
"Lead Safe" Certification Valid For 3 Years
“Lead Safe” means that a licensed lead inspector-risk assessor has determined the property is free of deteriorated, flaking, and chipping paint. Interior dust samples are collected and sent to a certified laboratory for analysis. If the results pass, then the “Lead Safe” Certificate is issued. If the results come back failed, the failing sampled area will need to be cleaned and re-tested. When all samples pass, the “Lead Safe” Certificate will then be issued.
"Lead Free" CertificationValid For Lifetime!
A property is considered "Lead Free" where the property has been certified by a licensed lead risk assessor (LRA) as “Lead Free”. This requires a Lead Paint Inspection using an XRF (X-Ray Fluorescence) Analyzer. The cost for "Lead Free" status is more affordable than you think, and not much more than the "Lead Safe" inspection fee.

ETS provides the following services for compliance:
1. Lead FREE Certifications (Certificate good FOREVER**).
2. Visual Lead Safe Inspection (Certificate good for 2 years only)
3. Lead Safe Inspection with Dust Wipe (Certificate good for 2 years only)
** In order to receive a Lead FREE Certificate (lifetime), a full lead paint inspection using XRF must be done and the test results in NO lead paint in the home.

Older homes have likely been through renovations and updates, thus removing or remediating once leaded components (doors, windows, trim, etc.) from the home. However, it is common for many inspectors to offer "Lead Safe" certifications, because a "Lead Free" status requires specialized equipment and added expertise.
